The Development Process is all about the solution and approach; a resolution to the problem. It is viewed within a life cycle process that can last until replacement/upgrade or retirement of a system, software, or application (including the network). Because of its significance and level of activities, the development process is often implemented using a methodology and best practice processes to complete successfully. Some past project failures reveal that many development processes have excluded up front processes, supporting processes, or activities. The development process unless it’s a part of a research and development process must begin with an understanding of the problem, operations/business requirements and accepted and approved (mutually agreed to) product/system requirements before the remaining processes begin or are initiated (i.e., architecture, detail design, construction/build/program (some consider this process/activity as Implementation), test, deployment/production/delivery. Remember that the basic development process used is/was derived from the Research and Development (R & D) or System Development process.
