You state that the Development Process is the most important process of the “Best Practice Processes”?

One of the “Best Practice Processes”, The Development Process is (1) the key to the solution of the business/engineering problem(s) and (2) is the approach to complete the product that will be used to solve the business/engineering problem(s) (meeting the documented needs/requirements and expectations of the client/user(s). The architecture and the detail design processes/activities is the designed solution as reflected by the design documentation. A project manager must understand and know this. The development process is the solution and program/project management, configuration management, and quality assurance processes support the overall project and planned project from initiation through close out, including product development and production, support and maintenance. These, all, “best practice processes” have to be planned and implemented in detail.
